The first player bases are available at Radar Level 2. Once you clear the clouds over the first one, the game technically begins as a PvP. You could sit at a radar level 2 and clear the clouds over any other region besides for the two Player bases and just farm NPCs until the resources are not enough to upgrade anymore (which should happen around HQ9-10).
If you don't have other players on your map as a result of not purchasing the clouded regions, then Boom Beach will not put your base on any other player's map. It is just a way to stay free from invasions. (These are two purchaseable regions on the left side of your home base. From your home base they are located directly west of the larger, eight figured island that is directly west of your base.)
My personal recommendation is to stay oblivious to other players until you reach HQ10, upgrading your offense and economy as much as possible for the first month to month and a half. If you have a friend in a good task force that would be willing to accept you (and they should if your offense is decent enough and because...friends), you could sit even longer in the safe zone for up to the first two and a half to even three months.
Trivia: You cannot upgrade the HQ to level 4 without having a level 2 radar; If you have unlocked the first resource base and take it, it will not be safe from other players, however your home base will be.
