I think you are missing the point. You should always assume good faith (according to Wikipedia at least) and not assume that every single editor is a malicious troll bent on corrupting your wiki. Where did you get the idea that "it causes the community['s] linking to be[come] corrupted"? Excuse me for being rash, but so what if a troll adds a bunch of unrelated categories to pages? You can just use the rollback feature.
As an example, let me show you an issue that I recently dealt with. (link: [1]). This editor, Amytommy78, was unknowingly adding unnecessary categories to various pages. I do not believe it was his/her fault, but it was a massive job nonetheless. Instead of immediately blocking them for a month, I temporarily blocked them and gave them a chance to explain themselves. If I had not asked about why they did something wrong, I may have blocked them indefinately and lost a valuable editor. In the same way, you shouldn't assume that just by giving someone the ability to do something wrong doesn't mean they will do so, and even then they may have good intentions.
TL;DR: Give people a chance. We make mistakes, and not all people are trolls.
